Section I: Eligibility

A)        All Teams may be from anywhere, as long as they conduct themselves in a Sportsmanlike manner, and follow all League Rules & Regulations.

B)        Rosters can be filled by men or women, as long as they are (18) years of age or older, ( for ASA insurance purposes) (Players & Teams do not have to be employed by a NYC AGENCY to participate in the NYC EMS Softball League).

            1) In the Coed League, Three (3) women must be in a game and batting rotation at all times. The batting order must have a woman battiing 3rd, 6th, and 9th in the LINEUP order to start the game,  as long as there are 3 women in the game., If there are only 2 Women in the LINEUP, ONLY 9 PLAYERS CAN TAKE THE FIELD AND BE IN THE LINEUP AND THE 10TH BATTER will be marked as an out, everytime the lineup, goes around Managers can not pinch hit men for women, but a women can bat or run for a man, A pitcher  cannot deliver intentional walks to men to get to the next women batter, if the man receives a walk in front of a women batter, she automatically will be awarded first base, (considered a walk) right behind him. If only 2 women start a  game they may be allowed to start a game, but then, only nine players may play, and no DH or EH., and the 10th batter will be ruled an out.  If only one woman at the game in the line-up, game will be ruled a forfeit. 

            4)         Those participants who start with a team must finish with that team. (Each player can only player for only one team, throughout the whole entire league.  The only way a player can switch to another team is if the team they currently play for drops out of the league, or if they apply for FREE AGENCY., and the PLAYER MUST PLAY (6) Games with the new team before Roster Deadline to Qualify for the Playoffs

FREE AGENCY - The Free Agency Player can go to any team in the League, before July 13TH , other then the team, they are currently on at that time. The player must play at least 6 games with the new Team, before the Rosters are closed and Final on JULY 2OTH. The player must First notify the Commissioner, if he wishes to switch teams, & the Commissioner will then notify his previous Team.

1)      They then must sit on the bench, of the team that they wishes to play for, and  not play in that game or a minimum of one game, and then that player will

3)      The player must also obtain his new team jersey, before the free agency period ends

4)  Each team is allowed only (2) two free agency players,   and each player can only apply for free agency only once during the season. NO EXCEPTIONS!!!

D)        All players must play in at least 6 regular season games with their new Team & all pitchers must have pitched in at least (6) Regular season games & it must be shown in the teams scorebook, for the player to be eligible for the playoffs ALSO EACH PLAYER MUST HAVE 6 GAMES BY JULY 20TH, AND IT IS THE MANAGERS RESPONSIBILTY TO BE ABLE TO SHOW IT IN THEIR SCOREBOOK. 

E)         All team managers should have their team roster & scorebook present at all times for player verification...

F)        All managers must sign the waiver forms on the team roster sheets for their team to be able to participate

G)          Any team discovered using a player not on its TEAM roster will forfeit that game. If there is a question about the legitimacy of a player, the manager must prove the player is on the roster to the umpire with a picture ID.

H)          Managers must explain League Rules to their players, and all players are responsible to know the rules.

I)     PENALTY: FOR INELIGIBLE PLAYERS THE VIOLATION IS THE PLAYER WILL BE  INELIGIBLE TO PLAY, AND THE GAME WILL NOT COUNT, AND THE GAME WILL BE A FORFEIT.

Section II: 2025 SPRING & SUMMER League Fees

A) The League fee is $700.00 per team (22-24 game season) for all Leagues (NO LATER THAN SUN APR 1ST 1ST) with half deposit by FEB 24TH, with an initial TEAM ROSTER BY SUN APRIL 6TH

B)        Umpire fee is $45.00 per game for (2 umpires), or $90.00 a doubleheader.  If a team fails to pay the umpire you will automatically lose that game. The umpire fee must be paid at the beginning of the game.  There will be no more prepaid for the Umpire Fee; all Umpire Fees must be paid at the Field

C)        The League fee is non-refundable, after the season starts and your team has played in its 1st game.

D)       Forfeit Fees - The Team forfeit fee is $45.00 per day, if a team does not have the required amount of players to start a game. The team that forfeited must pay the fee to the umpires at the game or by their next game, or the team receives another loss. One time with no forfeit fees paid or 3 forfeited doubleheaders (6) Games and the team is out of the  league.   Also, in order to get credit for the win or wins that day the opposing team must also pay the forfeit fee of $40.00 the day of the game to the umpires. or no wins will be registered!  

E)        Softballs used are Clinchers F-12 softballs.  The League will provide 12 balls for $120.00 per dozen only at the beginning of the season after receiving payment, or teams may buy their own softballs. (Not included in League fee).   If a teams need softballs at the field, the umpires will be selling (2) softballs at $20.00, for teams who do not have them at game time.

Section III: Rules of Conduct   (Uniforms and Ejections)

A)        In order to present a good image and continue to demonstrate the quality for which this league is recognized, all players must be in identical uniform, defined as jerseys with a number on the back by May 3RD.  Any Player not in Uniform by MAY 3RD will start their AT BAT with a 1 BALL 2 STRIKE COUNT No excuse or alibis will be accepted.  The team without uniforms does not forfeit the game and the game will still be played.  Pants, hats and stirrups are recommended but are optional.

B)         PLAYER UNIFORM NUMBERS 

ALL PLAYERS MUST HAVE A DIFFERENT NUMBER FROM EACH PLAYER IN THEIR TEAM LINE-UP.   IF 2 PLAYERS ARE CAUGHT WITH THE SAME NUMBER IN A GAME, THE 2ND PLAYER WILL START THEIR AT BAT WITH 2 STRIKES.

 (ALSO EACH PLAYER MUST HAVE THEIR OWN INDIVIDUAL NUMBER FOR EACH GAME, NO MORE SWITCHING JERSEYS DURING DOUBLEHEADERS, IT WILL THEN BE TO LATE FOR THE PLAYER TO PUT ON ANOTHER JERSEY, AFTER BEING CALLED OUT INITIALLY FOR NOT HAVING A JERSEY,  FROM THAT POINT ON FOR THE REST OF THE GAME THE PLAYER WILL BAT WITH 2 STRIKES, REGARDLESS IF THEY HAVE NOW ACQUIRED A JERSEY WITH A DIFFERENT NUMBER..  THE ONLY 2 PLAYERS ALLOWED TO WEAR THE SAME NUMBER ARE MEN & WOMEN (Domestic Partners) IN COED. (EMS LEAGUE RULE).   

B2) NO METAL CLEATS or warm up rings are allowed. If a player is found to be wearing metal cleats, he will be instructed by the umpire, to remove the cleats,  THE PLAYER WILL HAVE 5 MINUTES TO REMOVE THE CLEATS AND PUT ON SOME OTHER FOOTWEAR.

if he then refuses or has no other cleats, he then will not be eligible to play in the game. (ASA RULE, 3)

C) Zero Tolerance Rule

Improper behaviour may result in suspension or banishment from the league. Players ejected from games for Intolerant behaviour will be ejected . In the regular season, and If it happens twice in a season they are out of the League. This rule will also apply to fans, and teams and managers are responsible for fans on their sidelines. IF A PLAYER IS EJECTED forFIGHTING THE PLAYER IS removed a SUBSTITUE , REPLACEMENT may come in and the GAME WILL CONTINUE.

Good sportsmanship and respect towards each other such as shaking hands at the end of a game are very important to the integrity of the league.  Improper behaviour such as severe TAUNTING, INSTIGATING, LEWD SEXUAL GESTURES, OR SEVERE VULGAR LANGUAGE Including FIGHTING will not be tolerated.  Suspension will be handed out by the   Commissioner (Just play ball and keep it clean and have fun).

E)        Any verbal abuse of an umpire or opposing players by any player, manager or coach may at the umpire’s discretion result in ejection from the game.  Any verbal abuse of umpire or opposing player by any player, manager or coach ejected from the game may result in forfeit of game.  Also if the umpires feel threatened or the game cannot be continued because the teams or situation is out of control, only the offending team will receive a loss or forfeit.

F)         Ejected Player:

                        1a. 1st Ejection - (game rule) player cannot play in the next game.

                        2.  2nd Ejection - player cannot play for the rest of the season.

                        3.  If player is ejected in playoffs, he cannot play in that round.

H)       Disqualified or Ejected Player – a player or coach who has been ejected from the game is restricted to the bench, they will have 5 minutes to leave the playing field, or their team will receive a forfeit. Reminder any arguing of umpire judgement calls or balls & strikes, the player will receive a warning first, and if the offence continues, then will receive an ejection. (ASA Rule 4, Section 9)

G)        Any ejected player, manager or coach (ejected) must leave the dugout and field immediately after the ejection.  The ejected will be allowed 5 minutes to leave bench .  The ejection will be for that game and the next game.

I)         Illegal Players    A player who takes a position in the line-up, either offense or defense, who does not have the legal right to take that position (ASA Rule 4, Section 7)

Examples:

1.Illegal Pitcher: Excessive Defensive Conferences (3) per game and pitcher must be removed from game.  Also pitcher removed for illegal pitching, slingshot, sidearm or windmill pitching.

2.Illegal Batter  Batting out of order in the line-up  Batter using an illegal bat (see list in back of League Rules) (THE BATTER will be RULED OUT)

3.Illegal Runner  Using the wrong runner, as a courtesy runner (last batted out) (RUNNER WILL BE RULED OUT)

4.Illegal Re Entry  A starting player re enters the game a second time (THE PLAYER WILL BE RULED OUT)

J)          Any player assaulting an umpire or other player may be suspended for the season.  All cases will be reviewed.  Please warn your team members to walk away from altercations or face the consequences (suspension or forfeits).

K)        Managers are responsible for informing their players of the rules of conduct and are expected to enforce these rules.  Any infractions of these rules may result in suspension of the team manager pending review by the league office.

Section IV: Roster Organization

A)Rosters are limited to (25) twenty-five players and a minimum of (12) twelve players

.B) Teams must submit a Team Roster by the start of the Season and a FINAL TEAM ROSTER 1 week prior to the REGULAR SEASON FINALE

C) Two non-playing coaches may be added to the roster. These participants must be clearly noted on the roster and may be allowed to participate as active players before and after July 20th, as long as they are on the roster at the beginning of the season. (All total you could actually have, 25 people on your team roster,)

D) NO PLAYER IS ALLOWED TO PLAY FOR MORE THAN ONE TEAM IN EACH SEPERATE LEAGUE. No player may be on more than one team roster on any team, and in any conference, nor will any player be allowed to play on one or more teams anywhere in the League. If a player is on more than one teams roster, the first team he has stepped on the field or entered the game with is the Team, he is on. If the player tries to play on one or more teams, he will be suspended for 2 games by the League, and the team or teams he ineligibly played for may receive forfeit loss, unless the player applied for free agency before the DEADLINE.

E)        After the start of the season, the roster will be open until 1 WEEK PRIOR TO THE REGULAR SEASON FINALE; and all participants must have played in 6 games before the playoffs start to qualify for the playoffs or they will not be eligible for the season or the playoffs start. Under no circumstances will a player, not on a roster be allowed to play in a game even if the opposing manager allows them to.  The player will be ejected from the game & suspended for a game and their team will receive a forfeit loss even if they win the game.

F)         Each team final roster must be handed in to the League Commissioner by THE END OF THE REGULAR SEASON with players first and last name clearly printed on the roster, but each team MUST hand in a team roster by Opening Day for player certification to the Commissioner, and the rosters still can be updated before June 1st.  Each Team Rosters will be posted on the League Website www.NYCEMSSOFTBALLLEAGUE.com and under the Team Roster menu, so everyone may view it before they play a game.

G)        Also. NO TEAM MAY PLAY IN ONE OR MORE CONFERENCES OR DIVISIONS IN THE SAME LEAGUE!! (SUNDAY MODIFIED , SUNDAY COED),

  (Sunday Modified, & Sunday Coed.)

SPECIAL NOTE :)  ALL TEAM MANAGERS & UMPIRES ARE RESPONSIBLE FOR KNOWING THE EMS LEAGUE MODIFIED PITCHING RULES, 2025 EMS BANNED LIST, AND HAVING MORE THAN ENOUGH LINEUP CARDS AT EVERY GAME FOR THE ENTIRE SEASON,

Section V: Regular Season & Scheduling

A) Regular season starts in APRIL and ends in JULY

     B)  Scheduling,   The schedule will be made up on a 2 WEEK basis due to the enormity of the

 C)  League Standings will be posted on the League Website under the SUNDY SCHEDULE & LEAGUE STANDINGS MENU IT WILL BE POSTED EVERY WEEK AND UPDATED.

D)  22 -24 game schedule (Teams will play every week of the season and will play everyone in their division  and other teams from their conference.

E)     The games for the Sunday Leagues (Modified & Coed) are all day Sunday, starting at  9:00am to 4:00pm

F)   The regular season will have games in Pelham Bay Park..ONLY , and teams will have a choice of the days of the week they want to play.

The Commissioner will be very flexible with teams during the Regular Season and will work with teams on the scheduling of their games, but when the Playoffs start, there can be no flexibility.  The games that are scheduled on that date, by the Commissioner, must be played on that date, and the field, and the amount of games scheduled to be played, or teams will receive a FORFEIT and be OUT OF THE PLAYOFFS, NO EXCEPTIONS!!!!!

ALSO WHEN THE CHAMPIONSHIP PLAYOFF ROUND STARTS, THE COMMISSIONER WILL SCHEDULE THE CHAMPIONSHIP ROUND OF EACH LEAGUE, FOR WHAT IS THE BEST SCHEDULE  FOR THE GOOD OF THE LEAGUE. BUT THE TOP SEED WILL HAVE PREFERENCE OF TIME WITHIN REASON

J)      HOME TEAM Home Team In a doubleheader game will be decided by a coin toss, with      the team winning, having a choice of which game they would like to be the home team. In a single game, the second team name on the schedule will be the home team. Ex: (Team B vs. Team C) Team C would be the home team. In the Playoffs there is no choice, the Team with the HIGHER seed, or (Higher League Ranking) will have home team advantage. Ex TEAM 1, would be Home Team, Games (1, & 3).  The only way a Team loses home field advantage, is if  they do not have their bases at the game.

Section VI: Conference Breakdown

A)        The NYC EMS SOFTBALL LEAGUE is broken down into 4 separate Leagues     

THE SPRING/ SUMMER MODIFIED & COED LEAGUE & THE FALL MODIFIED & COED LEAGUE

            COED Conferences ( SUNDAY) & ( These are the rules that apply to those Leagues.

B)        MODIFIED CONFERENCES (10:00 PITCHING), ( SUNDAY)                                                   

  This is actually the ASA Modified Pitching Rules

THE MODIFIED PITCHING LEAGUES:  NO WINDMILL, FULL ROTATION, SIDEARM OR SLING SHOT.    (10:00 Pitching Rule), not above the pitchers head. The ball may not go over the pitcher’s head in the windup; and the hip has to be straight and no side delivery. A step may be taken either forward or backward, the elbow must be locked, the palm of the hand may be upward or downward and the ball delivered underhand. The pitch may be delivered from behind the back or at any speed possible (slow or fast)  An illegal pitch violation will result in the batter getting a ball and if there are runners on base, runners will advance one base, or the umpire may take the result of the continuing play.   (ASA RULE, 6)

 D)COED Leagues (Men & Women Players)(Slow Pitch Lob),(SUNDAY LEAGUE),

           1) DEFENSIVE FIELD POSITION

            Also teams may field their players anyway they want in the field. Teams can use however, many fielders they want in the infield or out field, and they can be interchangeable, even if a man or women comes up to the plate

   2a) Illegal pitching in (EMS Modified Leagues, Modified Pitching Rule, (10:00  Pitching Rule) the arm can not go any higher than 10:00 in delivery.  (No slingshot,windmill, shotgun, and side arm are illegal).  An illegal pitch violation will result in the batter getting a ball and if there are runners on base, runners will advance one base, or the umpire may take the result   the continuing play.   (ASA RULE 6) UMPIRES MUST ENFORCE OR THEY CAN NOT UMPIRE IN THIS LEAGUE!!!!!

Also the New Rule: A Pitcher in Modifed will  be allowed to pitch in BOTH GAMES 2b) Illegal pitching in (EMS Coed Lob Leagues, Pitching Rule,   Slow pitch lob ball, is allowed in underhand lob ball, the pitchers arm can not go over the shoulder.  The ball must be presented and the pitcher must start with either one or two feet in contact with pitching rubber. (No Fast pitching, modified, windmill, shotgun, and side arm are illegal). An illegal pitch violation will result in the batter getting a ball and if there are runners on base, runners will advance one base, or the umpire may take the result   the continuing play. THE PITCHER MAY NOT TAKE A STEP BACK WARD OFF THE MOUND (ROCKING) ONLY GOING FORWARD  (ASA RULE 6) UMPIRES MUST ENFORCE OR THEY CAN NOT UMPIRE IN THIS LEAGUE!!!!!

Section VII: Game Time   (Line-ups, Forfeits and Rainouts) (ASA RULE 4 & 5)

A)        EMS MODIFIED LEAGUES A minimum of (8) eight players are needed to start a game. (ASA RULE MODIFIED SOFTBALL). If a team  has only 8 ball players at the beginning of a game ,  then only the position players can be added,  but not the DH or the EH.  Remember, a team has  until the batting line-up, has gone through, one time to add position players to the batting line-up, but position players may still take the field at any point in the game.   If a team cannot field eight players, then that team will have to forfeit that game.  Double forfeits are possible!  Also, if managers are playing in the outfield, they must designate a manager in the infield, players nor managers can no longer come from the outfield to the infield, to argue or discuss a call, or they will be subject to ejection.

B)        If one team doesn't have enough players at forfeit time, to start the game, the other team that is present must still take the field with a minimum number of players allowed for the League that they are playing in, and the pitcher will throw one pitch to the catcher when the umpire calls Play Ball, Batter Up, and will sign teams scorebook! (OFFICIAL FORFEIT)

C)        REMEMBER, both teams still must pay only ($45.00) for the day, regardless if it is a doubleheader or not

Yes, in order to get credit for the win or wins that day the opposing team must also pay the forfeit fee of $45.00 the day of the game to the umpires, or no wins will be registered! 

D)        LINEUP CARDS must be presented to the Home Plate Umpire and the opposing manager prior to the start of each game, with the DH, EH and courtesy runners noted

All substitutions must be indicated on their Line-up card as well or they will not be allowed to enter the game

Each Line-up Card should have players, first and last name, as well as position on it. 

The Lineup Cards will be used as player verification and also for (player tracking) each player’s total amount of regular season game qualifications (2) to participate in the playoffs. It will be updated on the website weekly, but all managers should also keep their scorebook intact, for player game verification, throughout the season. Umpires will deliver the Lineup Cards to the league officer, after every game.

E)        Please remember, if a team starts with the minimum amount of players that can be used,  (shorthand rule),  only the position players can be added in the line-up, after the game starts, (not the DH or EH), and once the line-up has gone through the batting order one time,  the position players may take the field, but not bat in the line-up and an out will be recorded every time, that spot (#9) , comes up in the order, unless they make it to the game before the line-up goes through the batting order one time.  The same rule applies if a player leaves gets ejected or injured, and a team has one less player in the game, than nine ballplayers.   

F)         Teams should arrive at the field at least 30 minutes prior to game time, to find parking, and to get your teams ready. All games will start on time.   . Umpires will prepare the field immediately with the bases and the cones, as soon as they get the FIELD

G)       All games scheduled on a certain date and the amount of games scheduled must be played on that date, unless theUmpires, or the League Commissioner states the field is unplayable due to rain, darkness, fire, panic, or any other causes that places the patrons or the players in peril. (ASA RULE 5).  Also, if due to scheduling by the Commissioner.

H)       Teams are not forced to play two games after the first game forfeit time has passed.  If both teams reach an agreement, then the two games may be played.  If both team  managers agree to play  that game  and then sign each others scorebook,  before the 2nd game  , then that game will count if less than 4 innings  played.

I)         Every effort must be made to start all games promptly on time. The  rule in the Season will be all Regular Season EMS League Games , whether  they are (Modified or Coed,  Sunday) will be considered, official after, 4 innings have been played. This rule has to be applied to get all the games in and not making the next teams wait an extended period of time, also because of possible rain, teams stalling,  games being extended, and the lights going off early, during night games.  We will try to play every regular season game (7 innings), but an official game, starting in the Season will be recorded once 4 innings, have been played.  THIS RULE DOES NOT APPLY FOR PLAYOFF GAMES, WHERE ALL PLAYOFF GAMES MUST GO 7 INNINGS, AND BE CONTINUED FROM THE POINT, THEY ARE LEFT OFF FROM, UNLESS THE MERCY RULE (12 RUNS AFTER THE 1ST INNING, OR 10 RUNS AFTER 4 INNINGS ARE IN EFFECT.) 

            Also, we ask that teams please vacate the playing field and benches immediately at the end of their game, but this is also a League where we respect each other

J)          FORFEITS - One forfeit without paying the forfeit fee of ($45.00) 6 FORFEITS TOTAL separate days or 3 DOUBLEHEADERS; and the team will be out of the League. (The League fees will NOT be refunded).

K)        Other forfeits: (ASA RULE 5)

1.         If the team does not show up with enough players (8) Modified, (9) Coed after 20 minutes of game time start (single game), 20  minutes after doubleheader.

2.         If an umpire is attacked, harassed or verbally abused continuously.

 3.         If one team refuses to continue to play, delays play or violate one of the rules of the game.

 4.         If an ejected player refuses to leave the field after 5 minutes.

5.       " ONCE A GAME HAS BEEN FORFEITED IT CAN NOT BE CHANGED"

L)  Conceding games are allowed in this league and are not considered forfeits. as long as the team does it prior to the day they are playing  No forfeit fee need to be paid.

Teams may also concede games up to 2 times IN THE SEASON AND ALL THEY HAVE TO DO IS CONTACT THE COMMISSIONER

M)       Cancellation - There will be no cancellation unless stated so by the Commissioner.  They must also be at least 1 week in advance and only twice in the season or the team will receive a loss.

N)       The Commissioner will notify the teams about rainouts  before the start of their games.  If you feel the game will be rained out or to find out about the daily games call the League voicemail  or e-. All games cancelled or that need to be rescheduled will be on the following months Schedule.

O)       Both teams are expected to make an effort to make the ball fields playable with brooms and rakes if the field needs to be cleaned before the game.  Both teams should help in cleaning up the ball field.  If the field was rained on earlier in the day, the League will also call the NYC PARKS DEPT.  (1 800 201-PARK), for the parks maintenance department. for cleanup, but It will be the ultimate  responsibility of the teams for cleaning up there fields prior to the game, if the Parks Dept. does not make the fields playable.

Section VIII: Protests (ASA RULE, 9)

A)        All protests must be called at the field and at that the time of the protest they must have the umpire sign, date and make the notation in the scorebook of the team calling the protest and make note of  the inning, batter and the issue in question.

 1)        The protest must be made and signed before the next pitch is delivered to the next batter,or if it concerning the score of a game, it must be done before the next inning starts. If the next inning starts, the protest will not be recognized and will be considered too late.

2)         The Umpires must sign the scorebook of the Team Protesting and cannot refuse, no matter, what the situation

3)         No Protest will even be recognized if a Team does not have their scorebook at the game, to be signed by the Umpire. Every team is issued a scorebook, Please fill out your scorebook and bring it to every game or “YOUR TEAM PROTEST CANNOT & WILL NOT BE RECOGNIZED”

B)   Protests - There are only 3 types of protests:

1.   A misinterpretation of a playing rule. (Must be made before the next pitch, or next play, or before the last play of the game)

2.   An illegal substitution or re-entry of a player. (Must be made while they are in the game, before the umpires leave field)

3.   An ineligible player not on the team roster or an ejected player. (Can be made at anytime, & reviewed by committee.)

  .     "AN UMPIRES JUDGEMENT IS NOT A VALID PROTEST"

            4.   A TEAMS DETERMINATION OF ILLEGAL PITCHING IS NOT A PROTEST IT IS THE UMPIRES JUDGEMENT!!!!!

            5.   Note:  No other violations will be considered or even recognized as a protest.  Only these

                  3 under the NYS ASA Softball Rule Book.                      

C)        The team with the protest must contact the Commissioner by 4:00 p.m. the very next day after the game.  They must also notify the game under which they are protesting, and have the umpire sign their scorebook along with the date.

D)         If a team wins a protest, the game may be replayed from the point of infraction or the team may receive a win for the type of protest,   letter (b& c)

Section IX: Game Rules (Pitching and Equipment)

A)        A regulation game consists of 7 innings. The umpire may call a regulation game, if (4) or more innings have been completed in the Regular Season 

B)        A game may be called by the umpire at anytime because of rain, darkness, fire, panic or any other causes that places patrons or players in peril. (ASA RULE, 5)

C)        The official distance is 60ft from base to base, and 46ft from pitching mound to home    

plate. (ASA RULE, 2)

D)        If a Regulation game is tied in the REGULAR SEASON, AFTER 10 INNINGS, BOTH TEAMS WIL RECEIVE A WIN FOR THAT GAME.

  BUT NOT IN THE PLAYOFFS,  all games in our EMS LEAGUE PLAYOFFS WILL BE CONTINUED FROM THE POINT THAT THE GAME ENDED.    In all Tied Games after the 7th inning, all teams in all the NYC EMS Leagues will play with ASA International Rules. The Last batted out will take 2nd base in the beginning of the 8th inning the top & bottom of the 8th inning) for both teams, and in continuous innings until the tie is broken.

E)        EQUIPMENT: All playing equipment must meet official ASA softball standards

The NYC EMS SOFTBALL LEAGUE will be using the CLINCHER SOFTBALLS (F-12).

Each team is required to bring  (1) SOFTBALLPER DOUBLEHEADER and will furnish the home plate umpire with one new ball, which will be used during the game. If ONE TEAM DOES NOT HAVE A NEW BALL THEN. The BEST BALL will be used if neither team has a new ball at the start of the game,

F)         Both teams shall provide 4 bases and one home plate, pitching rubber is optional.  If neither team can provide bases there will be a double forfeit.  If only one team has the bases then that team will be the home team for any single game or double-header, even if your team is scheduled to be the home team that day.  If a team forgets their bases, this is not a protest (ASA RULE, 3)

G)        Double Base (Extra Base):  The double base is used at 1st base for safety reasons. aND IS OPTIONAL, ( The base runner or fielder may use the base on either side of the foul line. The 2 bases as 1st base are now considered one . However, should a runner reach and go beyond first base and make a turn towards 2nd base, ; they must return to 1st base and touch, either bag on the 1st base line (THE 2 BASES ARE NOW ONE). (ASA RULE, 3)

H)        Both teams shall provide a catcher’s mask with a throat protector.  If neither tam can provide that masK there will be a double forfeit.  (A CATCHER’S MASK HAS TO BE WORN BY A PLAYER). 

I)          GROUND RULES  Both teams must agree to any specific changes in ground rules, and must have a representative, indicating in line-up changes,  Except for the following ball fields, this will be the League Rule

            Pelham Bay Park: Balls hit over the fence on FIELD 2, A HOMERUN, ON FIELD 4, A DOUBLE ON FIELD 5, A SINGLE, ON FIELD 7 IN \THE BUSHEHS OR TREES ON A FLY WILL BE A DOUBLE

J)       The pitching in Coed Leagues shall be in accordance with slow pitch A.S.A. official softball rules only. The pitching in the Coed League is slow pitch lob ball, and it must be underhand lob ball, the pitchers arm can not go over the shoulder. The ball must be presented and the pitcher must start with either one or two feet in contact with pitching rubber. (No modified, windmill, shotgun, , side arm or fast pitching will be allowed, and will be considered as illegal pitching in the Coed Leagues).

K)        The Pitching in the Modified Leagues shall be in accordance with Modified Pitch A.S.A. Official Softball Rules & (EMS League Rules; (10:00 Arm Swing Delivery) not over the top of the pitchers ear, or above his head. (NO WINDMILL, SLIGSHOT,SHOTGUN OR SIDEARM)         

1) Pitchers must have at least one foot on the plate at the start of wind-up.

2) Lifting of a foot from the pitching rubber and stepping back onto the rubber is considered to be rocking, and is illegal.

3) The pitcher will hold the ball in both hands for not less than one (1) second and not more than twenty (20) seconds before releasing THE BALL

4) The ball must not be outside the pitcher’s wrist on the downward motion and during the complete forward delivery

5) Pitchers arm or wrist may not be cocked at anytime during the wind up.

6) The arm may only go as high as the head on the back swing. The pitcher may take the ball behind the back on the back swing

7) The shoulders and driving hip must be squared to home plate when the ball is released.

8) On the forward swing of the pitching arm, the elbow must be locked at point of release.

9) The ball may not go over the pitcher’s head in the windup; and the hip has to be straight and no side delivery.

10) A step may be taken either forward or backward, the palm of the hand may be upward or downward and the ball delivered underhand.

11) The pitch may be delivered from behind the back or at any speed possible (slow or fast)

12) The release of the ball must be on the first forward swing of the pitching arm past the

hip. The release must have a complete smooth follow through, with no abrupt stop of the arm near the hip.

13) The pitch is completed with a step forward toward home plate and simultaneous with the delivery of the ball to the batter. Pitcher may NOT quick-pitch to a batter, but the batter must be in the batter’s box and umpire must be ready.

L)        An Illegal Pitch violation will result in the batter getting a ball, and if there are runners on base, each runner will advance one base, or the umpire may take the result of the continuing play. However, if the batter swings and gets a hit, the ball is in-play. If the batter is out (before reaching first-base), it is dead-ball and the batter returns to bat. After three (3) illegal pitch calls, the pitcher must be removed. He may still play at another position, in the game.  ALSO, IN THIS LEAGUE, IF THE PITCHER IS REMOVED FOR PITCHING ILLEGAL IN ONE GAME,  HE CAN NO LONGER PITCH IN THE LEAGUE AND IF IT HAPPENS THAT HE THROWS 2 iLLEGAL PITCHES TWICE IN A GAME AND TWICE IN A SEASON , FOR THE ENTIRE SEASON, PLAYOFFS INCLUDED, (ASA RULE,  6)’

M)       Three conference calls to the mound, and the pitcher will have to leave the pitching position in a game, and no more than 1 minute of warm up pitches between innings or 3 warm up pitches, may be delivered

N)        BATTING

All doubleheader games will be played with the batter entering the batter box with a 1 ball 1 strike count.   On all single games, the batter will enter the batter box with, a no ball, no strike count.  Regardless, in either type of game, the batter will be out with 2 fouls after 2 strikes.  Also,  any player without a uniform after May 1st will start with a 1 ball and 2 strike counts in the batters box, (no exceptions!)

1.         A team must have a minimum of 8 (Modified) , 9 (Coed or Women) players to start game.  Any team may have the (DH) Designated Hitter and the (EH) Extra Hitter in the line-up at the same time.  Teams may have maximum 10 players on field, 11 in line-up and 12 involved in the game at one time.

2.         If a team only has the minimum amount of players at the beginning, only position players can be added not the DH or the EH.            

3.         However a team starts a game, they must finish with the line-up of players in the same betting order but not necessarily in the same position.(ASA RULE, 4

4.         All batters must have at least one foot in the batter’s box before contact and both feet must be in batter’s box while making contact.

5.         No bunting or intentional chopping at the ball. (An automatic out)

0)         Designated Hitter (DH):  The Designated Hitter is optional; he may be used for any player who is playing in the field, but will not be hitting in the line-up.  The DH can only enter the game as a fielder, if the position player he is hitting for is totally removed from the game, and then there is no DH, for that teams line-up. In Coed League a man can only (DH) hit, for another man, a woman can (DH) hit for anyone.  The umpire must be told at the beginning of game if the DH will be used. (EMS League Rule). (ASA RULE, 4)

P)        Extra Hitter (EH):   The Extra Hitter is optional; he may hit and can replace anyone in the field and they become the EH Defensive positions may change, but the batting order must remain the same.

The umpire must be told at the beginning of game if the EH will be used. . (ASA RULE, 4)

Q)      Re-Entry Rule:   “ANY, AND ALL THE “STARTING PLAYERS ONLY ”  may be substituted and re-entered only once during the game, provided that the players occupies the same batting order  but not necessarily the same position in the playing field.  (In the Coed League a man can only replace another man as a substitute, but a woman can replace anyone.)(EMS League Rule). (ASA RULE, 4)

R)        Injured Player   When a player becomes injured, and in the umpires judgement requires immediate attention the umpire shall call “Dead Ball and allow or seek first aid, also the umpire will award any bases that would have been reached   (ASA Rule 4, Section 11)

S)         Substitutes    A substitute may take the place of a player whose name is in his teams batting order. The coach must notify the plate umpire at the time the substitute enters. The plate umpire will notify the opposing teams coach.  If the substitute enters the game without reporting to the plate umpire, and after the pitch has been thrown, whether legal or illegal, or after a play has been made, the player will be disqualified, when discovered. (In the Coed League a man can only replace another man as a substitute, but a woman can replace anyone.)(EMS League Rule). (ASA RULE, 4)

T)       Courtesy Runners:  THE LAST BATTED OUT, NOT FORCE OUT, the last batter to hit into an out, may run for individual on base (only 2 per game) allowed throughout the whole game, for only the same 2  batters,  unless an injury occurs in that game. Then another courtesy runner may be used.  The manager must inform the umpire and other team manager   

 Also, if a team has 2 batters they will be using courtesy runners for and one of the batters who uses a courtesy runner, has made the last batted out, and the next batter to get on base uses a courtesy runner, then the last batted out prior (before) the other batter using a courtesy will be the courtesy runner.

ALSO IF A COURTESY RUNNER IS ON BASE. AND IT IS HIS TURN TO BAT NEXT, AFTER A PITCH, THAT RUNNER IS OUT  ON BASE, AND NO SUBSTITUE 2ND COURTESY RUNNER OR PINCH RUNNER MAY BE USED FOR THAT RUNNER ON BASE, AND IF THE BATTER CAN NOTBAT HE WILL BE OUT ALSO

(In the Coed League a man can only run another man, but a woman can run for anyone.)(EMS League Rule). (ASA RULE, 4) IF THE WRONG COURTESY RUNNER IS PUT ON BASE, THEN IT WILL BE AN OUT IN THE LINEUP, NOT A FORFEIT, BUT THE OTHER TEAM UST APPEAL THE WRON COURTESY RUNNER BEFORE A PITCH IS THROWN TO THE NEXT UPCOMING BATTER, THE UMPIRE CANNOT MAKE THE CALL, UNLESS THIS IS DONE

(In the Coed League a man can only replace another man as a substitute, but a WOMAN can replace ANYONE, MAN or woman.)(EMS League Rule). (ASA

IN EXTRA INNINGS , THE LAST BATTED OUT , WILL START THE INNING ON 2ND BASE FOR BOTH TEAMS (INTERNATIONAL RULE

U)        Base running & Leads Off First Base:

1. Base runners cannot leave any base until after the pitch is released from the pitcher. 2. There are no stealing bases. 

3. Pick off attempts   Catchers  may attempt to pick off a runner, but only the ball has to beat the runner to the base, no tag needs to made, However, runners may advance on a badly thrown pick off attempt by the catcher, once he has returned to the base. All runners must return to the base before advancing to another base.

 4. Runners may tag up from all bases

V)        OVERTHROWS  Runners. are always awarded (2) bases on all overthrows which go out of another play

 Regardless, of who made the throw or where it came from. Two bases are awarded from

 the last base touched at the time the ball left the fielders hand.

W)      OBSTRUCTION Any fielder (defensive player) not in possession of the ball, or not in the act of fielding or receiving the ball will be called for obstruction and the runner will be awarded the base

NO PHANTOM (FAKE) TAGS ALLOWED.  Player causing obstruction can be ejected. Umpire may award an extra base if he witnesses a phantom tag and fielder is subject to ejection.  Catchers may not block the plate without the ball; runner must have access to the plate. Accidental collisions may occur; it will be the umpire must judgement if collision was accidental or intentional.

X)       INTEFERENCE, when an (offensive player) impedes, hinders, or confuses a defensive   

player attempting to execute on a defensive play.  Ex: Runner Interference (runner hit by a

fair ball, runner interferes or bumps into a fielder watching the flight .of the ball. Runner must slide, and give himself up, or avoid a tag if a catcher has the ball. Runner may not barrel or lean into a catcher to force him to drop the ball.

CRASHING THE FIELDER   Any player deemed to intentionally collide with a fielder on tag plays or plays at home plate will be ejected from the game. All players must slide or give themselves up on any close play (ASA INTEFERENCE Rule).  Failure to do so will result in players being called out,

Y1)      The Mercy Rule, any game must be terminated if any team is trailing (10) TEN runs or more after (4) at bats   The home team need not to bat if the visiting team is ahead by behind (10) ten or more runs after the top of the 4th inning.

Y2)      Conceding Innings  When a Team wants to make a game official (4 innings), they may  concede their at bats. This rule means the team that wants to concede their at bats will stay on the field, while the other team continues to bat, after they have made three outs. There is 3 things that must apply for this to happen.

a) The umpire must be notified before the inning ends, and only 2 innings at most may be conceded.

b) The conceding of innings can not begin until the other team has had 2 official at bats or after their 2nd inning.

c) The team that concedes the innings will not only stay on the field, but will also (have their next 3 batters, per inning skipped over in their lineup, because they have conceded their at bats. This must be done before the beginning of the 5th inning

Z1)      Tied Records will be decided by season head to head meeting for playoff positioning.  If both teams are still tied, Tiebreaking decisions will be decided by the following order:

             1) HEAD TO HEAD,   2) DIVISION OR CONFERENCE  RECORD, 3) Power Ranking (Teams record vs. Top Teams).   If 3 or more teams are tied, best record among those teams will qualify for playoffs, along with the same tiebreaker format: (Division, Conference, & Strength of Schedule)

 If 2 teams are tied with the same amount of games over or under (.500 percentage) , but one team has less games played, then the team with the best percentage will get the better seed, by winning percentage, instead of Strength of Schedule.  In this league when the regular season ends, no more games will be made up or played, so teams without 30 games their record will stand, as completed, the playoffs must begin.

Z2)      The E.M.S. Softball League RULES supersedes all others.  When a rule is in question the ASA softball rules apply.  On the field, the umpire’s interpretation will be final.  All teams joining the league agree upon all the league rules as well as the ASA rules.

           Gentlemens / Managers Agreement  The E.M.S. Softball League RULES supersedes all others.  When a rule is in question the ASA softball rules apply, (but when the 2 Managers or representatives at the beginning of the Managers Meeting, agree to certain flexibilties, prior to the game (except illegal pitching, pitchers on the banned list, an illegal player, or anything that may affect the League in a harmful way ) that agreement will supersede EMS & ASA LEAGUE RULES).

           1) It must be done prior to the game in the Managers Meeting

           2), It must be done in front of the Umpires

           3) It must be done with a handshake, between the 2 managers or representatives

           4) And the Umpires must contact the Commissioner of the League or Assistant Commissioner of the League prior to the Game starting, to let them know about the Gentlemens Agreement, between the 2 Teams, and it will be Official.

Section X: POINTS OF EMPHASIS   

A)        APPEALS  must be made to the umpire, before the next batter bats, either during a live or dead ball, at the end of an inning, or on the last play of the game, before the umpires leave the field.

              Types

1.Missing a base or touching the (white portion) inside bag, only when a play is being made on the batter runner at first base, same rule applies if runner touches outside bag, while going immediately to 2nd base or beyond.

2.Leaving a base early on a caught fly ball, before the ball is touched

3.Batting out of order

4.Attempting to advance second base, after making the turn at first base

5.Force Out    Any runner that is forced to advance, no runs would score if it was the third out, and rule also applies on a double play ball.

B)       BATTING OUT OF THE BATTERS BOX     In order for the batter to be called out of the batter’s box, both feet must be completely outside the lines of the batters box when contact is made with the ball (Only 1 foot, must be in the batters box when making contact with the ball).

C)      BALL ROTATION The pitcher has the choice of which ball to use at the start of each half inning. If both balls do not get into play in the first half of the inning, the pitcher in the bottom half of the inning must throw with the same unused ball, as the pitcher, in the top half of the inning.  The current game ball should be used until such time as it goes out of play, or becomes unplayable. When the ball goes out of play, the umpire will throw another ball to the pitcher,(THE BEST BALL) that is available either new or used, and clear it with the pitcher on the mound, but both teams must bat with the same ball. A new ball or ,(THE BEST BALL)  should be entered in the bottom of the 4th inning, by the umpires of every game.  Please also remember each team should have 2 new balls at each doubleheader, but the team that does not have or provide the umpires with a new ball will hit with the old ball, and the other team that brought the new balls will hit, with them during the games. , Please  remember there is no major penalty if a team does not have a new ball at their game, but they just will hit with an old ball.

D)       BATTING WITH AN ILLEGAL BAT     (EMS RULE) - If a batter uses an illegal bat (or  

altered) bat, if noticed before a pitch is thrown to the batter, the umpire will rule the batter who used the bat and is now on base out and , the bat is removed from the game, and any runner(s) that is put out prior to discovering this infraction remain out, and return in runners that may have advanced, or runs scored nullified as a result of the batted ball.

E)        Foreign Substances & Protective Wraps   a pitcher shall not wear any item on the pitching hand, wrist or forearm, elbow or thighs, which may in the umpire’s judgement, be distracting to the batter. Batting gloves may not be worn on the pitching hand. A pitcher who licks his fingers must wipe them dry before coming in contact with the ball.  A defensive player shall not at any time, during the game apply or use any foreign substance upon the ball.  A foreign substance on the pitching hand will be called an illegal pitch, and runners will advance one base.

F)           NO PITCH    No pitch shall be declared when:

               a.   The pitcher pitches during the suspension of play

               b.   The pitcher attempts a quick return of the ball before the batter has positioned himself  in the batters box

               c.   A runner is called out for leaving a base prior to the pitcher releasing the ball

               d.  The pitcher pitches before a runner has retouched his base

               e.   Note: An umpire may call “NO PITCH” at anytime, the ball is dead, and all

         subsequent action on that pitch is cancelled.

G)        Plays at Home Plate   Runner must slide, & give himself up, or avoid a tag if a catcher has the ball. Runner may not barrel or lean into a catcher to force him to drop the ball. Catcher may not block the plate without the ball; runner must have access to the plate. Accidental collisions may occur, the umpire must deem if was intentional or incidental

H)       Infield Fly    a fair fly ball (not including a line drive or an attempted bunt) which can be caught by an infielder with ordinary effort when first and second base or first, second and third bases are occupied before two are out.  Any defensive player who takes a position in the infield at the start of the pitch shall be considered an infielder, for the purpose of this rule. The infield fly is ruled when the ball reaches the highest point based on the position of the closest fielder, the umpire shall immediately call “Infield Fly”, the batter is out, the ball is LIVE, and runners may advance at their own risk, once the ball is touched by the fielder, but they must tag up at the base they are at first.

I)          THE RUNNER IS OUT

             a. When the runner runs more than 3 feet out of the base line

 b. When the runner is not in contact with the base, and is legally touched with the ball in the fielder’s hand. 

              c. When on a force play, a fielder contacts the base, while holding the ball

 d. When the runner physically passes a preceding runner before that runner has been put

      out

              e. If anyone (especially base coaches) other than another runner physically assists or

                  touches the runner while the ball is in play.

  **EMS LEAGUE ALL STAR GAME will be 3 players from each team Modified and COED FROM Sunday & WEEKDAY league competing in HOME RUN DERBY, FASTEST man & STRONGEST ARM COMPETITION AS WELL AS EACH LEAGUE COMPETING AGAINST EACH and the MANAGERS PICK THE PLAYERS WHO WILL PLAY

Section XI: Playoff Season Breakdown (SUNDAY COED and MODIFIED LEAGUE) (There will be 2 umpires per every playoff game, $45.00 per game

A)        Playoff Season: Starts in August

B)        Playoff Schedule will be made up by the Commissioner, and Teams must make arrangements to play on that day, during the Playoffs. The games that are scheduled on that date by the Commissioner must be played on that date, and the field, and the amount of games scheduled to be played or teams will receive a FORFEIT and be OUT OF THE PLAYOFFS, NO EXCEPTIONS!!!!!  Unless weather conditions or the fields do not allow the games to be played.  The most any playoff series will be put off is 10 days, or the teams will be eliminated from the playoffs.  Teams must make the adjustments during the playoffs.

C)        All playoff games must go 7 innings.  Any game cut short must be continued from the point in which it left off at unless the Mercy Rule comes into effect, in the playoffs, just like the regular season.  Most early round games (Round 1 & Round 2) will be doubleheader games. Teams will play 3 games in (1) one day in the Playoffs, if they split the first 2 games, and there is enough time to play the 3rd game under the lights.

D)        All playoff team seedings will be determined by the regular season records of each team in the League, and all Playoff Team Seeding will stay in their brackets, even if their is an upset in the Playoffs, this will cause less confusion.  There will be no switching of teams who have a lower seed, in any round, just because another team has a lighter round in another bracket. 

E)         In the Playoffs "ALL PLAYOFFS ARE BEST 2 OUT OF 3" INCLUDING THE CHAMPIONSHIP there is no choice, the Team with the lower seed (Higher League Ranking) will have home team advantage. ex TEAM 1 , would be Home Team,  Games (1, and 3).  The only way a Team loses home field advantage, is if they do not have their bases at the game, or if after the uniform

ALSO WHEN THE CHAMPIONSHIP PLAYOFF ROUND STARTS, THE COMMISSIONER WILL SCHEDULE THE CHAMPIONSHIP ROUND OF EACH LEAGUE, FOR WHAT IS THE BEST SCHEDULE  FOR THE GOOD OF THE LEAGUE, BUT PREFERENCE WILL GO TO THE TOP SEEDED TEAM.

Also,  Seeds will be seeded according to Best overall League Record (Seeds 1,- 16, )

a)       First Round (Best 2 out of 3)

b)            Second Round (Best 2 out of 3) "FIELD OF 8" Mandatory Doubleheader Round  

c)         Third Round (Best 2 out of 3) "FINAL 4" Mandatory Doubleheader Round

               All other rounds matched up in bracket number order.

D)        FINAL ROUND (Championship Round (Best 2 OUT OF 3)   "FINAL 2"

Section XII: Administrative Rules

A)        NYC EMS SOFTBALL LEAGUE is registered under NYS Athletic Softball Association.

B)        NYC EMS SOFTBALL LEAGUE  Umpires are registered under NYS ASA .

C)        ALL TEAMS WILL ABIDE BY THE NYC EMS SOFTBALL RULES & REGULATIONS AS WELL AS ASA RULE BOOK OR FACE BANISHMENT FROM THIS LEAGUE.

D)        All teams will receive schedules, ball field permits, ball field directions.  ASA rule book and scorebook, NYC EMS League Rules, Modified Pitching Illustration and copies of all team rosters in the league.

E)        All players must sign waiver form to participate in league play.  Teams play at their own risk. The NYC EMS SOFTBALL League is covered under ASA Insurance Policy.  If a team desires they may purchase insurance for their team players (individually optional.  Otherwise players play at their own risk.        

F)         There will be no conflict of interest, favouritism or antagonism between league officials, managers, teams or umpires.

G)        No League Officials will intercede during a game, including the Commissioner.(except,  starting in 2018, if a pitcher is Illegal Pitcher), the Commissioner and Assistant Commissioner can remove the Pitcher at anytime during the season and put him on the EMS LEAGUE BANNED LIST, and remove him from ever pitching in any of our Modified in the Leagues

H)        Teams forfeiting games and not paying forfeit fee, or forfeiting 2 games on 2 separate days will be out of the League (League fees will not be refunded).

I)          Any team that does not have bases or uniform jerseys by May 1st will lose homefield advantage.

J)          Each team will carry with them a team roster, and team photos for player certification; failure to do so could result in players not being able to play, 

K)        Both Managers should call in the score (Win or Lose) to the League voicemail (646) 489-7156 or e-mail their score to Cjcommishaol.com no later than the next day, so their team season records can be updated.

L)        Players and Managers can check the Regular Season League Standings at the League Website  www.EMSLEAGUE.COM for weekly games and team standings and league memos.

M)      Gentlemens / Managers Agreement  The E.M.S. Softball League RULES supersedes all others.  When a rule is in question the ASA softball rules apply, (but when the 2 Managers or representatives at the beginning of the Managers Meeting, agree to certain flexibilties, prior to the game (except illegal pitching, pitchers on the banned list, an illegal player, or anything that may affect the League in a harmful way ) that agreement will supersede EMS & ASA LEAGUE RULES).

           1) It must be done prior to the game in the Managers Meeting

           2), It must be done in front of the Umpires

           3) It must be done with a handshake, between the 2 managers or representatives

           4) And the Umpires must contact the Commissioner of the League or Assistant 

   Commissioner of the League prior to the Game starting, to let them know about the  

   Gentlemens Agreement, between the 2 Teams, and it will be Official.
